More than 70 organizations around the country as well as Amnesty International (AI) and lawmakers from the PRD, PT [Labor Party] and MC [Citizens Movement], demanded that the Chamber of Deputies does not pass the Law on Demonstrations in the Federal District, since they argue, it violates the Constitution, the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights and the American Convention on Human Rights.

Federal deputies of the three leftist parties also demanded a review by the National Human Rights Commission (CNDH) and Mexico City Human Rights Commission.

PRD lawmakers sent a letter to the Committee on Human Rights of the Chamber of Deputies, asking it to reject the draft bill, as the Chamber would be invading powers that belong to the Legislative Assembly of the Federal District. (ALDF). Amnesty International stated in a letter that the law against demonstrations "threatens the freedom of expression" in the Federal District.

MV Note: Until 1990's, the Federal District (Mexico City) was directly governed by the president of Mexico and his appointees. Subsequently, it has been granted limited autonomy, electing its Head of Government ("mayor") and a Legislative Assembly. But other matters are still controlled by the Mexican Congress. There is a movement to have it be granted the status of a state.
