By not providing any budget in 2014 for the General Law for Victims and the institutions created by it, the federal government incurs a serious offense that can re-victimize those who need support from the authorities and, therefore, leave unfulfilled the promises of President Enrique Peña Nieto in this area, said Silvano Cantu, human rights lawyer.

"There is no clarity in the draft budget submitted by the President to the Chamber of Deputies regarding the Victims Law. It doesn't say how many resources it will have or how they will be executed," lamented the specialist, who has promoted a letter signed by nearly 50 organizations and individuals to demand resolving this shortcoming.

He explained that agencies depending on the General Law include the Executive Commission for Attention to Victims, the National Registry of Victims, legal advice to those affected and the National Fund for Reparations to Victims, so it is urgent to provide it with sufficient resources to carry out its work.
