The plan is underway: Energy reform will be passed with the votes of PRI [Party of the Institutional Revolution] and PAN [National Action Party], partners who have been driving Mexico during the most recent quarter century. The plan was revealed by The Wall Street Journal through a government "leak" in order to gauge the reaction of the opposition and define the extent of privatization.
With the reactivation of the long-standing mechanisms of PRI, the PRI and its allies-the Green Party and New Alliance-will have 62 votes in the Senate and need only 24 of the 38 votes of PAN to have the 86 votes needed to gain a constitutional reform that would open the energy sector to domestic and foreign private business. Refusal by over 15 PAN senators is virtually impossible.
In the Chamber of Deputies, they won't have difficulty, either: It takes 334 votes to pass a constitutional amendment and although PRI, the Green Party and the New Alliance have 251votes, they will easily add at least 83 from the 114 PAN legislators.
And fewer complications will be presented in state congresses to pass the reform of Articles 27 and 28 of the Constitution which is intended by Enrique Peña Nieto and the PAN. The two parties maintain dominance in at least 16 of the 31.
