On the twenty-third of October, Mexico will be submitted to the universal periodic review (UPR) before the Human Rights Council of the United Nations, in which it will be held accountable for the observations that have been made on the subject by UN agencies, civil society organizations and other countries.

Mexico, like every country that is examined, should produce an official report, to which two more parallel reports are added, one from organized civil society and the other from the UN agencies that have visited the country. The three documents will be presented before the Council and member states, which will issue their recommendations.

According to the previous report turned in by the civil society organizations, included in the topics that will be reviewed are those related to security and access to justice, aggressions toward human rights defenders and journalists, extrajudicial detentions, torture and forced disappearances, as well the exclusion of and violence towards vulnerable groups such as the indigenous, migrants and women.

In the previous report that the Secretariat of Foreign Affairs submitted, the Mexican government underlines advances such as the constitutional reform on human rights and appeals, as well as the creation of protocols and mechanisms for regulating the use of force. In that same document, it relates that the recommendations will be included in the National Program on Human Rights that the Secretariat of Government Relations will create.
