MEXICO CITY – The Inter-American Development Bank (IDB) announced in a Tuesday press conference that it will grant Mexico a $600 million loan to redesign and implement changes in the Social Development Secretariat’s Oportunidades (opportunities) program.
The Oportunidades program aims to break the cycle of poverty by encouraging families in impoverished areas to invest in their children’s human capital by providing them with cash payments if they meet certain requirements, such as regularly visiting health clinics and keeping their children in school.
These payments are designed to offset the income that poor families would receive if their children dropped out of school in order to work, as well as encouraging families to seek preventive healthcare instead of waiting until a medical emergency occurs.
