WASHINGTON — Two of Mexico's top legal officials say the court that freed drug lord Rafael Caro Quintero violated criminal procedures by failing to quickly notify the attorney general's office, which kept officials from acting to block the release.

Assistant Attorney General Mariana Benitez says her agency is normally notified almost instantly of decisions like the one that freed Caro Quintero. This time it learned two days after the Mexican federal appeals court freed him on procedural grounds.

Caro Quintero was 28 years into a 40-year sentence for helping orchestrate the 1985 killing of U.S. Drug Enforcement Administration agent Enrique Camarena.

Mexico's attorney general, Jesus Murillo Karam, said Tuesday the release involved "serious violations" of procedure. The Mexican officials were meeting with U.S. officials in Washington.
