VERACRUZ - Tropical depression Fernand killed least 13 people, caused massive power outages, and dumped 15 inches of rain on the port city of Veracruz, but officials in the East Coast Mexican State said it was too early to assess the damages.
More than 100,000 homes were left without power and 100 houses were damaged in mudslides, according to news reports. Schools were closed and flights cancelled.
But by early Tuesday, glimpses of the destruction heaped upon the low-lying state that flanks the greater part of Eastern Mexico were beginning to appear, even as state officials stayed up late, waiting for sunrise and better weather to start repairs and possible rescues.
Officials said at least nine towns had been evacuated in the wake of the tropical storm, which quickly dissipated into a depression as it made landfall. Potential damages were perhaps higher because much of the state is at sea level.
