Creation of the National Gendarmerie is being held up. Training courses for soldiers and marines have been suspended, as well as the search for and signing of agreements for the installation of bases. Furthermore, what was considered a new force with military training will not march on September 16, officials who are participating in the National Security Cabinet revealed.
Representatives of the Secretariats of Government, Navy, and National Defense have been meeting in National Security Commission (CNS) installations. The major barrier to building the Gendarmerie has been defining the leadership, since the civil representatives do not want those from the military directing the companies, but neither do they want it to be considered a new agency or a part of the military structure.
Sources revealed that Commissioner of Security Manuel Mondragón y Kalb has, on several occasions before the military leadership, expressed his opposition to soldiers or sailors determinng the movements and development of operations against criminals. The Commissioner has proposed that the military will only train the men in the Gendarmerie and give them housing while the bases are being built, and that the Gendarmerie will be a division of the Federal Police.
