Graciela Moreno Pulido, councilwoman from the PRO in charge of Tourism and Social Development of the city council of Ensenada, Baja California, said that the indigenous children who sell chicles or beg in the tourist zone are a plague in the city.

At the July 11 council session, Moreno said that to walk down the main streets there is an "exaggerated" quantity of children begging. She explained the the minors, upon seeing a police officer, run and give the money to their mother (to avoid problems with the police).

"What we are going to do with the scourge of children we do not know... but we are confident that we are going to be able to do something," said the official in the town hall meeting.
