Today, President Enrique Peña Nieto will promulgate the new Amparo Law, recently passed by Congress after a long legislative process that lasted two years, but which remained virtually frozen during the administrations of Vicente Fox and Felipe Calderon.
MV Note: 'Amparo', literally meaning 'protection', is a legal right granted in the Mexican Constitution to citizens and corporations that they may appeal to successively higher courts for an order of protection against an action of any level of government which they believe violates their rights. It can function either like an injunction to block a government action or an appeal of a judicial decision, including a criminal conviction, in U.S. law.
... The new law amends Articles 103 and 107 of the Constitution, and ... among the relevant issues creates the possibility of promoting injunctions against acts or omissions of authorities and even private individuals for violation of civil rights not only enshrined in the Constitution, but also in the international treaties signed by Mexico.
