GUADALAJARA, Jalisco - The federal Attorney General's Office (PGR) said it would not permit self-defense groups operating in the states, because doing so "would lead to personal or public vengeance" that jeopardizes the rule of law.

As part of the second security meeting with governors of the western states of the country, the Attorney General of the Republic, Jesús Murillo Karam, said that it is not possible to permit breaking one of the fundamental principle in all countries of the world, the state monopoly of security forces.

"Armed community police can become confused with other types of authorizations that the law provides for indigenous municipalities [for self-government and security], but that is not acceptable," he said

"You cannot permit, in any way, breaking the rule of law, which is a fundamental principle in all countries, the state monopoly of the security forces, for a simple reason, because we would arrive at the personal vendetta or public vengeance, that would make it impossible to live under the rule of law .What we are trying to do and construct with solid permanence is the rule of law," said the Attorney General.

He pointed out that authorities of the three levels of government are working to initiate a solid security strategy and put forward a frontal attack against organized crime, without having the obstacles of different police commanders and territorial limits. The initiative to implement the nationwide unified police command is almost ready, he said, assuring that there are no deadlines in the matter.
