Water Changes Everything - Almost a billion people live without clean drinking water. We call this the water crisis. It's a crisis because it only starts with water - but water affects everything in life. We can end the water crisis in our lifetime. But first we have to let everyone know it's happening. Learn how water changes everything - and share this with everyone you know. Mexico's incoming PRI-party government plans to create a water ministry, independent from the environment ministry Semarnat, according to a constitutional reform proposal presented by PRI lawmaker Alfonso Inzunza.

The reform proposal calls for the creation of an independent water ministry in order to guarantee "the better distribution, consumption, use and development of water."

"The water agenda in Mexico is enormous and, now more than ever, urgent measures are required for the integrated management of water to secure the resource for the current and future populations," stated the proposal.

The ministry would be responsible for, among other things, developing water regulations, creating national policies, controlling and regulating water use, policing wastewater discharges, building and maintaining irrigation infrastructure, managing the Mexico Valley water basin, building flood prevention infrastructure and awarding concessions.

Mexico's national association of water and sanitation companies, Aneas, has been working with president-elect Enrique Peña Nieto's transition team on creation of a ministry, Aneas president Roberto Olivares has been reported as saying.

Mexico had a water resources ministry until the 1970s but in 1979 these powers were transferred to the environment ministry with the creation of a decentralized national water commission, Conagua.
