The International Criminal Police Organization, ICPO or Interpol, issued a red notice late Tuesday to capture former Mexican governor Javier Duarte,  a close ally of President Enrique Peña Nieto and a former member of the ruling Revolutionary Institutional Party, or PRI. An Interpol red notice is the closest instrument to an international arrest warrant in use today.

The former governor of Veracruz faces charges of organized crime, racketering and corruption. Mexico's Attorney General declared Duarte a fugitive in October, when he lost his gubernatorial immunity and fled only days after announcing that he would take a leave of absence to address his legal situation.

Since then no one knows his whereabouts.



Duarte has become one of the most hated men in Mexico. His administration was marked by several scandals: widespread corruption accusations, hundreds of bodies found in mass graves, human right violations, thousands of disappeared people, hundreds of femicides and at least 18 journalists killed.

Sources at Mexico's General Attorney's office told Mexican website Animal Politico that Interpol issued the red card back in November, but just announced it publicly now.
