The Mexican Foreign Ministry named Gutiérrez, managing director of the North American Development Bank, its envoy to the U.S. in a statement Friday morning, according to Reuters. Gutiérrez’s will begin his new role on Jan. 23, three days after President-elect Donald Trump is sworn in as America’s 45th president.

According to his profile on NADB’s website, Gutiérrez “has extensive professional experience and expertise in U.S.-Mexican relations and border affairs.” He’s served as under secretary for North America at the Mexican Ministry of Foreign Relations and under secretary of government in the Mexican Ministry of Government. He also led advisory staff in the Mexican Ministry of Finance and Public Credit in the 1990s and advised a Mexican development bank.

Despite the Mexican government’s insistence of the contrary, Trump has maintained that the U.S. will build a wall on the southern border that the Mexican government will pay for. Trump has since modified his campaign pledge, saying Mexico will reimburse the U.S. because he doesn’t want to wait a year or more to wrap up negotiations with America’s southern neighbor.
