The Center for Investigation and National Security (Cisen) is the Mexican equivalent of the CIA. Like its U.S. counterpart, it is reputed to be a highly secretive organization, mostly operating in the shadows, far from the public limelight.

That reputation, however, is contradicted by the fact that the names and personal details of agents in extremely crucial positions are splashed all over the Internet.

In contrast with the CIA, Cisen has a domestic mandate. It has field stations in every one of Mexico’s 31 states and the capital and its personnel is allegedly involved in highly sensitive operations, including the capture of drug kingpins.

For that reason, the identity of all Cisen employees — excluding its director — is deemed classified under Mexican law.

In response to a freedom of information request asking for the identity of its field station chiefs, the agency responded that “revealing the location of its facilities, the names of its officials, and other organizational elements jeopardizes the integrity, stability and permanence of the Mexican state.”

It added that releasing the requested information would result in “serious harm” to its work, would “allow organized crime to anticipate, avoid, impede or block the tasks and operations involving the said officials,” and could end in “personal injury” to its officers.
