The National Migration Institute (Inami) clarified that the charge to foreigners who enter Mexican territory will only apply for those who intend to remain for more than seven days, or for those who come for activities for which they are paid.

"This is not a new issue, since the new immigration law was adopted in 2012 and was published in the official journal, if I am not mistaken in November 2012, and since that date the right to enter has had a fee. The fee is not the reason, on the contrary, the reason is a result of the conditions of the stay. If one is to be in Mexico for a period longer than seven days, good, they will have to pay for that right. If they are coming to Mexico via airplane, well then they will have to pay for the right, also if they come by sea," said Inami delegate, Rodulfo Figueroa Pacheco.

Every day, according to Inami, there are an average of 100,000 border crossings at the "El Chaparral" border station in Tijuana. 90 million per year, but so far this year, the number of foreigners who have had to pay this "Non-resident Right" has been minimal.

Our intentions are not to reproduce the long lines which exist in the Northbound direction, what we want is to try to facilitate this and be very clear on who are the persons entering our terrritory every day. The register of persons who paid for the right to enter via land from January to June, 2015 is 49,773," he said.

As of the moment, the commercial and tourist sectors have not seen any affect in the region from collecting this fee.

"We beleive there will not be any effect, but if there is, we will be the first to address the authorities to solve it, so it will not continue to be an inhibitor," said the president of CCE Tijuana, Humberto Jaramillo.

"They are not charging money or anything to cross into Tijuana, they have to pay for permission to stay more than seven days. We have not seen problems in crossing the border," said the president of Cotuco Tijuana, MIguel Ángel Badiola.

The permit has a cost of 332 pesos (US$20.75) and is good for six months.

"If you are involved in some incident in Mexico, in some accident, well you could have problems with the insurance and could be denied coverage because you are not legally in Mexico. If you go before a notary public to sign an official document, surely the notary will ask if you have he required form of multiple immigration document required, so you can duly exercise your rights in Mexican territory. It is an important document to prove your legal presence in our territory," said Figueroa Pacheco.

Those persons who are exempt from making payments are those who intend to remain for a period of less than seven days, who were born in Mexico but have another nationality, and those who enter with some other type of Mexican visa or special permit.
