Data from Petróleos Mexicanos (Pemex) reveals that in the five year period from 2009 to 2014 the value of the fuel stolen from Pemex’s pipelines totals 48.9 billion pesos ($3.25 billion). In 2009 the total number of illegal fuel taps was 462. Last year that number rose to 3,674, an increase of 795 percent.

A spokesperson for Pemex said the “missing volume” is unstoppable. From January to June of this year the number of illegal taps increased 55.64 percent over the same period in 2014.

In 2009 the theft of fuel from Pemex’s pipeline network was 8,432 barrels per day. Today that number is 25,000 barrels a day, an increase of 196.48 percent.

Ramon Jimenez Lopez, former secretary of the Monitoring Committee Superior Audit of the Federation in the Chamber of Deputies, said, “The theft of oil through illegal connections, or the “famous milking on Pemex pipelines,” has broken a record that apparently will not end for lack of political will.”

He added, “The government has never had the political will to stop the problem.”
