The UN Special Rapporteur on Torture, Juan Méndez, stated that it is promising that a possible invitation to Mexico to follow up on the recommendations on torture in the country "does not imply that I should change my assessment that this practice is widespread."

Méndez also put behind him the dispute with the Mexican government, since it has not insisted on questioning his performance as a professional and as a person.

In an interview with La Jornada, Méndez was asked if there is a solution to the widespread torture that he perceives in Mexico.

"It's solvable in the short and medium term. What's important is recognizing the scale of the problem. The government of Mexico itself does not deny that there is torture. We simply disagree on the scale of the practice.

"I don't believe that it's enough to say that it is recurrent or frequent. It is more serious [than that]. It is widespread, but in no way does that mean that it cannot be resolved. Quite to the contrary, my report points out many initiatives that have been undertaken by the Legislative and Judicial branches, but also by the Executive branch. They are on the right track."
