Former Mexican President Vicente Fox visited San Antonio on Monday, where he said $43 oil prices will not deter energy reforms south of the border.

The former president promoted the upcoming CITEK Forum, a manufacturing and energy summit sponsored by his nonprofit organization, Centro Fox.

Mexico recently opened its energy sector to foreign investment for the first time in 70 years.

"This reform came 18 years late," Fox told the audience.
