A candidate for mayor of the southern Mexican border city of Tapachula has stirred a nationwide controversy by distributing a "People's Card" that entitles the bearer to discounts at local businesses, including bars.

Neftali del Toro, a member of Mexico's governing Institutional Revolutionary Party, or PRI, who currently serves in the Chiapas state legislature, denies he is trying to buy votes.

Businesses that accept the People's Card include a beauty salon, a cellphone store, a veterinary clinic, a gymnasium and a bakery.

But the card is also good for discounts at several bars.
