Mexico's Ministry of Foreign Affairs (SRE) expressed its strong condemnation of the death of Rubén García Villalpando, 31, on February 20 because of shots allegedly fired by a police officer in Grapevine, Texas.
 
José Octavio Tripp Villanueva, Consul General of Mexico in Dallas, sent a letter to Tarrant County District Attorney requesting a thorough investigation on the case. A letter of protest was also sent to the Grapevine and Euless police chiefs.

The Consulate General of Mexico in Dallas learnt about the incident on February 24 through the victim's widow. The case constitutes a flagrant violation by the Grapevine Police Department of the obligation to notify the consulate about the death of a foreign national, as dictated by the Vienna Convention on Consular Relations.
