In the developing world, low-wage labor is a main source of income for billions of people. Oftentimes, the industries that employ them operate in the shadows where they avoid paying taxes and disregard environmental and health regulations. According to the Labor Index Trend of Poverty, prepared by the National Council for the Evaluation of Social Policy (CONEVAL), the poverty rate among Mexican workers continues to grow making it harder for Mexicans to purchase the basic food basket.

CONEVAL says the number of Mexicans who cannot afford the basic basket with their income grew 3.13 percent in the third quarter of this year. The basic food basket consists of articles a group of people must have in order to meet their energy and nutrient requirements.

According to CONEVAL 54.5 percent of the employed population does not have the money to purchase the basic food basket. It notes that while income per capita is 1,189.91 pesos ($90.43), the price of the basic food basket price is 1,243.86 pesos ($94.53) in urban areas and in rural areas round the 869.90 pesos ($66.11).
