According to the 2013 national survey on government quality and impact (ENCIG) conducted by the National Institute of Statistics and Geography (INEGI), 90% of the participants said that police is Mexico's most corrupt institution.
A study conducted by EL UNIVERSAL revealed that in the last five years 2,543 policemen were arrested in Mexico because of extortion, abuse of authority, homicide and kidnapping of people to hand them over to criminals.
Two out of every three cases happened in states like Nuevo León, Michoacán, Veracruz, Durango and Mexico.
Mexico is the third country with the largest number of police officers in the world after India and the United States: 519,739. However, they have been unable to fight crime in the country.
Lilia Aguilar Gil, Labor Party (PT) congresswoman and secretary of the Lower Chamber's Justice Committee, says that 7 out of every 10 members of municipal police forces are infiltrated by crime.
Martín Barrón, researcher of the National Institute of Criminal Sciences (Inacipe), says that police forces have been in the organized crime's payroll for over 30 years.
"All this came to light during the administration of Felipe Calderón," he explained.
