MEXICO CITY - Mexican President Enrique Peña Nieto has signed an executive order guaranteeing full access without barriers to scientific information via the Internet and electronic media outlets.
"This novel legislation will democratize the use and access to all research and scientific knowledge ... without legal, technical or financial barriers," the president said during a ceremony Tuesday at the Los Pinos presidential residence.
The executive order reforms several laws, bolstering Mexico's efforts to create a knowledge society, the president said.
The measure opens the way for the creation of "reservoirs" containing the work of Mexican researchers completed with public funds, but it guarantees the intellectual rights of the authors, Peña Nieto said.
"Knowledge produced with public resources will be accessible to the public," the president said.
