Mexico and nine other countries belonging to the Organization of American States (OAS) have called on the Inter-American Commission on Human Rights (IACHR) to reopen debate on capital punishment and open up the possibility of establishing a continental moratorium on its use.

Mexico, Argentina, Brazil, Costa Rica, Chile, Honduras, Panama, Paraguay, Uruguay and the Dominican Republic, along with OAS observer country France, called on the IACHR to address the issue, saying that the hemisphere’s forums for regional cooperation have been reluctant to discuss the death penalty.
