Activation of the National Gendarmerie remains an unfinished job of Manuel Mondragón y Kalb as head of the National Security Commission (CNS). He has requested his retirement from "the field of operations" to take on strategic design tasks.

The Secretary of Government Relations [and Mobdragón's boss], Miguel Ángel Osorio Chong, said on his Twitter account that Mondragón will join strategic design tasks related to security, and there will be an official announcement on Tuesday.

From the beginning of his term (December 1, 2012), President Enrique Peña Nieto promised to create an elite corps, called the National Gendarmerie, to be responsible for security tasks in strategic areas and municipalities considered vulnerable. In the first quarter of last year, the group was supposed to recruit 10,000 members and start operating in September 2013.

But the project under the command of Mondragón began to lag, to the point that, in August, he indicated that it would be activated in July 2014 and with only 5,000 members. In November of last year, presenting his report as head of the CNS, Mondragón failed to give details about [failures in] progress in recruiting for the Gendarmerie, composed of members recruited from the Army and Navy and under the civilian control of the Federal Police. [MV Note: In March of this year, it was reported that 80% of applicants had been rejected.]
