"Permiso para Robar" por Manuel Clouthier para El Universal Opinión (OpinionElUniversal)

This is a VERY interesting little video by Manuel Clouthier, who explains why Mexican Pemex gas stations cheat their customers with short liters. In summary he says:

All the Pemex gas stations are franchises sold by Pemex and they have sold too many, so there is a lot of competition for the same customers. Since all the gas in Mexico comes from Pemex, there is no way for a gas station to develop any brand identity, gas is a commodity. Pemex sets the wholesale prices of gas and the retail price. The give a Pemex gas station owner a profit margin of 6.5% per liter. At that margin, the typical gas station has to sell 450,000 liters per month (120,000 gallons) to break even. It has to sell twice that much to have a reasonable profit on the owner's investment.

So, many gas stations fix their pumps to increase their profit margin. But that is not all. Along comes PROFECO, the Mexican consumer protection agency, which Clouthier says is crooked. Profeco tells all the gas station owners they have to pay them a fee of 20,000 pesos per month (US$1,600) to look the other way when the gas stations' pumps are rigged. Not only that, honest gas station owners have to pay too. This is because Profeco tells them that if they do not pay the extortion, they will say their pumps are fixed and close them down, even though they are not fixed.
