Almost 70% of Mexicans feel that, despite exams to control trustworthiness, that have been used to purge police departments since 2009, the performance of state and local police is "a little" or "not at all effective," according to a survey conducted in December by the Institute of Statistics and Geography (INEGI).

The figure represents an increase from the 66% recorded in the first National Survey of Urban Public Safety (ENSU) held in September 2013, but according to INEGI it is not "statistically significant."

The rest of the population perceives the police as somewhat or very effective. Specifically, only 3.9% of respondents felt the performance of the security forces was very effective. 26.2% thought it was somewhat effective, 40.5% a little effective, and 29.1% not at all effective.

Since 2009, a nationwide police certification program has been conducted to detect corrupt practices and mismanagement or misconduct, and to purge federal, state, and local security forces. Although the program was scheduled to end in October, the Senate [recently] extended the deadline for a year because local governments had completed only 70% of it.
