Cuban news media say former President Fidel Castro has appeared in public for the first time since April. The Communist Party newspaper Granma reports that the 87-year-old Castro appeared Wednesday night at the opening of a Havana art studio. Mexico City - Mexican President Enrique Peña Nieto plans to make a state visit to Cuba when he travels to Havana in late January for the Community of Latin American and Caribbean States, or CELAC, summit, officials said.

The visit is a "very important event" because it marks "a closing and relaunching" of links between Mexico and Cuba, Deputy Foreign Relations Secretary for Latin America and the Caribbean Vanessa Rubio said.

Cuban Foreign Minister Bruno Rodriguez visited Mexico City last November and signed eight agreements in different areas, updating the bilateral judicial accord, Rubio said.

Peña Nieto plans to meet with his Cuban counterpart, Raul Castro, to discuss "the relaunching of bilateral relations in all areas," the Mexican official said.

The CELAC summit will take place Jan. 28-30.
