In spite of the speeches of President Enrique Peña Nieto in defense of human rights, violations of fundamental guarantees committed by military and law enforcement agents have remained unchanged from what occurred during the government of Felipe Calderón.
According to data released by the National Human Rights Commission (CNDH) regarding complaints filed in the first 11 months of this year, there is still a worryisome spiral of abuses by federal public servants from 10 institutions. During that time, the CNDH said 10,000 complaints were recorded, of which almost a quarter were blamed on members of units deployed to combat organized crime.
The ombudsman agency also reported the persistence of grave violations, including forced disappearances, extrajudicial executions, torture and cruel and inhuman treatment, especially among the agencies responsible for the security of the country.
The ten agencies include Mexican Social Security Institute (IMSS), Social Rehabilitation [prisons] of the Secretariat of Government Relations, Department of National Defense (Army), Attorney General's Office (PGR [includes "ministerial" i.e., investigative police and prosecutors]), Federal Police (PF), Secretariat of Public Education (SEP), Institute for Social Security and Services for State Workers (ISSSTE), the National Migration Institute (INM), the Federal Electricity Commission (CFE) and the Secretariat of the Navy (Semar).
