Over the past three years, the Phoenix and Rio Rico fire departments have collected more than 1,500 used car seats in Arizona, mostly from the Phoenix area, and donated them across the border, through a program launched by the Arizona-Mexico Commission.

...“It’s a huge problem; people always think it won’t happen to them, and so their children die in accidents because they don’t have seats,” Alma Chavez Guth said.

Guth is president of Víctimas de Violencia Vial (Victims of Road Violence), a Mexican road-safety non-profit group based in Guadalajara. For more than a decade, her group has advocated for adoption of child-automotive-safety laws at national and state levels in Mexico.
